I think that overwriting a music that you downloaded and converted into .ogg is a way.
1. Download your music that you want.
2. Convert the downloaded music into .ogg extension.
3. Rename to "rising-of-the-phoenix.ogg"
4. Move it to xonotic/data/xonotic-music.pk3dir/sound/cdtracks and overwrite it.
It only worked in Xonotic Git version.

About the music was a suggestion for the menu to empathize the relaxed effects, adding a relaxed music ambient can fit well.
I don't know if the menu background allows animations, effects, ... I think that there is some shader or config file does that and possibly can be edited.
