So, I'm here to get the Xonotic docs for Windows, but the wiki is do--, wait, no. Something's wrong with the wiki. I keep getting the 403 error. Oh, it seems the whole dev site is unaccessable.
Why now? WHY?!! ARGHGHGHGHG!

I can't issue this on the tracker since the whole dev site is inaccessible.
EDIT:Ok, its fixed, thanks to whoever fixed it for us.

The problem is that most links go to http://dev.xonotic.org/projects/xonotic/* pages while it are for now accessible only at http://dev.xonotic.org/projects/3/*

Your second link gives me the 404: "The page you're looking for is missing or does not exist"

It shouldn't be a link. Try without asterisk (*), like this:
