I don't really know anything about music, but Audacity is pretty easy to use and fairly popular.
Also checkout Linux MultiMedia Studio (there's a M$ Windows version available on their homepage, despite the name) if you're into creating music. It seems fairly neat. Pretty much everything on this page is free, as well.

If you are into creating music and not just editing "finished" soundfiles, i can second the recommendation for ardour. Especially its 3.0 development branch is really sweet

Hi, here are some goods music editor : Fruity Loops, Cubase, Pro-Tools
In addition you could use Synthmaker or Synthedit to make your own VST plugins !
