Normally the map file size should be 3-10 MB. But on this site, for every map, I tried both "bspk3" link and "fullpk3" link, and they are all around 200kb. I put them into xonotic folder and they are not recognized by the game as other map files.
mod edit: the build system sounds to have been broken

This is strange. As you said they indeed should have that filesize of about several Mb. Did you tried downloading it with a different browser? Perhaps the site was just buggy (which I honestly don´t think) and you have to try again.
Keep in mind though that these maps are development versions and may contain glitches and bugs. Still the file itself should be working.

Works fine here on Linux and on Windows. Try right clicking on it and save link/target
