How do I enable follow killer spectator mode? I see it on youtube all the time, but I don't know how to turn it on myself

This needs to be enabled by the server. The cvar is

You can run

apropos superspectate

in console in order to find out the available options. I'm uncertain how you operate it client-side once it is set server-side, though.
