Drag and drop was a cheat that was in Nexuiz 2.5. Is it still available in Xonotic? And if so, how can I turn use it?

As far as I know, it still exists. It's not a documented feature, better look at the source
sv_cheats and +button8.

You must bind it to a key.

EDIT: I pushed a branch that fixes it, hopefully the fix doesn't break anything new
