I'm joining this discussion rather late, so I don't really know what's been discussed and what hasn't, but anyway:
Has a charging weapon been considered? By charging I mean a weapon that doesn't fire when you click, but fires when you let go. Depending on how long you've held the button down, a different sized projectile would be fired. This could be an alternative to the HLAC primary - it is a cannon after all!
