I think I wrote an essay on the problems of rocket flying/huge weapon force..and the problem's it caused with messing up the balance in the game.
Also, basically what Aurix said about UT2004.
As a mutator there's nothing wrong with the idea though, and chooksta suggested a MODE for this not just normal in the game, so this is fine.
