People would still add to the game, even if they make mods or other games built from it (mods / games will still work in Xonotic, like Nexuiz had Default Mode and Havoc Mode, which are just different data folders). This just expands the area of possibilities... people choose what to do with that.
I can already create almost anything I want from Xonotic since I know the game code very well (even had my Nexuiz-based pet project for years). But I still contribute to Xonotic and will continue to. If someone knows how to mod Xonotic but don't contribute to it, they probably wouldn't have either way... and it's everyone's free choice.
But like I said, part of my plan is making the Xonotic game code have the features of an engine, and see what I come up with. I think this would be quite interesting, and not have any side effects on Xonotic as an arena FPS. I initially wanted to create my own Xonotic fork for this and many other changes (which I felt are too different), but now I'm pondering to add them in default, given they shouldn't affect or ruin anything existent.
