I know about the rewrite. Like I said it will take quite some effort, but I think the results will be very worth it, and it's an idea I believe a lot in. I believe this is overall less hard than the panel hud probably was, as one example.
No, this is much MUCH larger and more difficult than the panel hud. This overall is probably about 10,000 lines of code to remove and re-write, plus you have to get the old functionality of all the weapons totally reimplemented... The benefits of this are minimal compared to the work required, I really don't think this is worth it at all. It's easy to make a mutator or new weapon anyway, and the balance is already very configurable.
Really, it would be a waste of time to do this. It's not relevant to default game design as tZork has pointed out, and it may be harmful overall due to the disparity between servers and mods as pointed out by Chryyz. This is the kind of thing which you only do at the start of a project, by now you're literally having to start from scratch and ditch 75% of the weapon system.
Another thing I should mention -- you could easily do the single player with whatever weapons you want ANYWAY, just like the mutators. I'm not removing the Shotgun from the game, for example, i'm simply stripping it out of core gameplay by default.
