Really, it would be a waste of time to do this. It's not relevant to default game design as tZork has pointed out, and it may be harmful overall due to the disparity between servers and mods as pointed out by Chryyz. This is the kind of thing which you only do at the start of a project, by now you're literally having to start from scratch and ditch 75% of the weapon system.
Another thing I should mention -- you could easily do the single player with whatever weapons you want ANYWAY, just like the mutators. I'm not removing the Shotgun from the game, for example, i'm simply stripping it out of core gameplay by default.
I believe it's very much worth the effort. And like I said, it's not just the shotgun being removed, but also wanting to make Xonotic things with different weapons that never existed (or should exist by default) in Xonotic. Not just for single player, but even special maps and other uses.
Anyway, that's what you think and it's ok. All I ask though is that if I manage to get the code working bug-free (and without bad side effects), give it its chance and don't reject it. I'll try to do it by myself in some time if no one else joins in, since I'm confident it can be done and it's not that difficult (just a lot of work).
