We've gone over spectator voting before, and it's generally a bad idea to disable it. If spectators can't join the game, it's unfair; and if they can it's useless.
Also, you're talking about voting trolls... There are not only people with malicious intents, some people are just stupid and have a tendency to call votes to kick people they dislike. This is a problem in other games AFAIK.
Perhaps we could have an incremental time out for voters with rejected votes. Perhaps have a penalty for cancelled votes too, proportional to the time the vote has been up. That way, accidental votes gets quickly canceled with little to no penalty, while longer votes get a penalty if cancelled or rejected.
