1st of all is why you run NetRadiant via wine? 2nd thing is you can use this kind of NetRadiant (but for general building (not testing building) use default NetRadiant distribution from Xonotic repos, cuz this radiant is not perfect in generating lightmaps). Problem I think in detecting game files, or something else. Much better to use native client, if your game installed also natively (do not run it via wine).

Oh I didn't realize you used Wine, I assumed you just missed a proper GTK2 theme.
As AriosJentu said, it doesn't make sense to run NetRadiant through Wine, as there is a native 64-bit Linux version, available here: https://netradiant.gitlab.io/page/download/

The missing tag file is only a warning message. You can create a tag file via Plugins => ShaderPlug => Create tag file

That will create the file shadertags.xml in your Netradiant directory.

P.D.:  I've never used this tag thing so I don't know how it works and what it's for.
