This list has not been updated in over two years so many of the links may not work. I cannot be arsed to bother to find which ones do and do not work.

Kandid - A genetic art project

Resynthesizer is a useful plugin for Gimp for making tilable textures from arbitrary source material: http://www.logarithmic.net/pfh/resynthesizer

Be warned though that it eats CPU for lunch.

Started using .werkkzeug 3 recently, it's a really really nice tool, though documentation is poor. Allows to create textures of many types.
& It's free for use in non-commercial projects.

blender 3D also supports the creation of procedural textures, including a node editor.

there is a way to create normal maps with it as well, using this method

there might also be another way, but I can't remember right now

Here's another texture editing / generation tool which I have made:

It's GPU-based (which means it's quite fast, even with big textures). Same as with all the other tools, feedback is welcome and so are feature requests. Smile
It also costs a bit but I think the price is really low, considering the fact that with some work, it can do almost everything that other texture tools can.
