.dat files are compiled game code, only the game can open them.

Thanks for helping me, but I'm not looking for the game code. Some servers have they're own dat files and I'm trying look in them.

Your best bet is probably to open it up in a Hex editor and look through it that way. Just don't expect to get anything out of it that will make it worth your time.
