It is real time, but averaged over small intervals of time. Very much like the download speed in (I assume) most web browsers for example. Notice how it is not refreshed on every frame.

The proper way to do a fps test is timedemo (with sound disabled), which gives you average, min, max and standard deviation.

Take a look at the original post for the updated "lite" version. I realized that when I decreased the trail spacing of the "sparks" effect(which I forgot i did Blush), it dropped the fps a little. So, I decreased that and removed the bright core effect completely for the lite version.

Personally, I think the original look was better, and the fps drop with particle quality lowered isn't enough to bother me, so that's what I use. Also, you decrease or increase particle quality in the "effects" menu.

You'll need push access for that though. Ask on #xonotic on irc.freenode.net to sort that out. Or send a patch to somebody using git format-patch. Again, ask for support on #xonotic.
