When a player is skilled enough, any advantage can be a potentially crippling one. So it doesn't really matter how much of a material advantage the other player has, he's still going to get his ass handed to him on a platter.
So why bother placing so much importance on material? Just give the players a few weapons and armor fresh out of spawn so they can at least look at those pretty particle effects instead of staring at the shotgun model for half the round. They might have some fun blowing stuff up and stick around for a while too.
