If you have an idea for a contest, certainly you could just make a thread and start it up. However, if you want it to be an official Xonotic contest (which may get more attention) then you make a suggestion on the Suggestion Box forum.
If your idea is a good one, we'll consider it. We definitely want to establish a decent number of Xonotic contests to spur community activity and provide some fun for everyone.
